Online casino players in the province of Buenos Aires will have to take a closer look at how much they receive when a slot machine pays out a prize. The Buenos Aires government announced the implementation of a 2% tax on winnings obtained in instant resolution games, that is, slots, which will be withheld directly by the legal platforms.

The measure applies to the seven companies currently authorized in Buenos Aires territory: bet365, Betano, Betsson, Betwarrior, bPlay, Sport.bet.ar, and Stake. All must submit weekly sworn statements to report and control the withholdings made on their users’ winnings.

Simply put, a player who wins a prize of $1,000,000 on an online slot will have a withholding of $20,000 corresponding to this new scheme. The percentage is applied to the prize, so the actual impact will depend on the amount won in each play and the conditions established by the regulations.

Up to US$ 26.5 million per month

The Government of the Province of Buenos Aires estimates that the new regime will allow it to collect between 35,000 and 40,000 million pesos monthly, a figure that, according to the officially used values, represents between US$23 million and US$26.5 million each month.

The Buenos Aires Minister of Government, Carlos Bianco, explained that this is a decision driven by Governor Axel Kicillof and highlighted the volume of resources the measure could generate.

The collected money will not be exclusively linked to the gaming sector. According to the Province, the funds will be allocated to the Progress and Social Inclusion Fund (FOPIS) and will be used for health, education, and social development programs, as well as to strengthen prevention and assistance policies against gambling addiction.

Although the announcement now has an impact due to its concrete application on online gaming, the tax was not born with this measure. The possibility of applying a withholding on slot machine winnings was contemplated in Law 15,079, enacted in 2018 during María Eugenia Vidal’s administration.

Article 137 of that legislation established a contribution of between 1% and 3% on winnings derived from successive bets in instant resolution games. Now, through the new regulation, that mechanism is specifically incorporated into the universe of online slots.

The difference, therefore, is that a provision that was already part of the provincial tax scheme begins to be concretely applied to winnings obtained on authorized digital platforms.

More controls over online gaming

The decision is also part of a broader strategy by the Province to control the growth of legal online gaming and combat clandestine platforms. Bianco highlighted the work of the interministerial table dedicated to the prevention of gambling addiction and noted that more than 800 complaints have already been made against illegal betting sites.

Additionally, the Buenos Aires government emphasized the use of biometric identification to access legal platforms, aiming to prevent minors from entering.
